Simon Mackenzie and Niall Hamilton-Smith worked in collaboration with the Scottish Government and the Scottish Crime and Drug Enforcement Agency to review evidence on the effectiveness of existing techniques for assessing the threat posed by organised crime, and to develop a new Scottish tool for assessing the threat posed by organised crime groups in Scotland. The work ran from 2008 to 2009 and led to the development, and then rolling-out, of a national threat assessment tool for use by all Scottish police forces. Subsequently SCCJR has continued to provide support on the refinement of the tool, and in 2010 the main elements of the tool were adopted by ACPO for use by forces in England and Wales.
