Working Title of PhD: The Impact of the Whole System Approach to Dealing with Young People Involved in Offending

Synopsis: The aim is to conduct an in-depth and comprehensive case study analysis of two local authority areas (one urban and one rural) implementing the WSA. The Whole System Approach is a new strategy to dealing with young people who offend incorporating the use of restorative justice and community disposals and multi-agency working. The research will include examining the mechanisms of partnership working between agencies, measuring the diversion rate and identifying how this has changed compared to pre-WSA, exploring the extent to which diversion options have met the needs of young people and evaluating the longer term outcomes of the whole system approach for young people. The research will adopt a mixed methods approach by using qualitative (content analysis and interviews) and quantitative (descriptive, exploratory and survival modelling) methods.
