AboutI have written and published extensively on criminal justice, procedure and evidence. Along with Professor Neil Hutton ofStrathclyde University, I was editor of Criminal Justice in Scotland (Ashgate, 1999). My articles have appeared in the British Journal of Crimininology, Criminal Law Review, Edinburgh Law Review, International Journal of Evidence and Proof, Juridical Review and the Oxford Journal of Legal Studies. Additionally, I am a frequent contributor to the Scots Law Times. I have carried out many research projects funded by the Scottish Executive. The most recent projects have been on the recent reforms to High Court Procedure (enacted in the Criminal Procedure (Amendment) (Scotland) Act 2004) and on the pilot scheme on Victim Statements. Both of these are awaiting publication. Previous projects include bail, adjournments in criminal cases in the sheriff courts, psychiatric diversion and fiscal fines. These were all published by the Scottish Office (as it then was). I have been a member of the Scottish Criminal Cases Review Commission since it was set up by statute in 1999, being re-appointed in 2002 and 2006. At present, the Commission is investigating the Meghrahi (Lockerbie bombing) case in order to determine whether it should be referred back to the High Court. I was appointed by the Minister of Justice to the (McInnes) Summary Justice Review Committee which sat from 2002-2004. After a public consultation process, many of its recommendations are in the Criminal Proceedings etc (Reform) Bill currently before the Scottish Parliament. | |
